You never know what you'll find along the shores of Cape Hatteras National Seashore.  On this particular evening, I'm sure the surfer had just finished his evening ride and was simply in the parking lot of Canadian Hole packing up his kite-surfing gear.  There could be no other explanation for a surfboard to be abandoned at the water's edge on the sound side.... right?
